HOMES IRA Focus On Energy Rebates
Requires a single IRA registered primary contractor to oversee the successful completion of work. Primary contractor will complete final invoicing.

Per federal guidance, and included in the Contractor Participation Agreement:
If financing for the energy efficiency upgrade is provided to the Customer by the PC, the PC must provide the Customer with a written Financial Disclosure listing the number of payments, monthly payment amount, late fees, and other important payment terms. The PC must ensure an ability to repay determination disclosure is executed by the Customer. This repay determination will not include projected savings from an energy report, because expected savings may not materialize due to household and market developments.
The Financial Disclosure must be provided to the Customer in advance of contract signing, with a seven (7) day waiting period between receipt of the Financial Disclosure and contract signing. The waiting period should only be removed in an emergency, in which the Customer, in their own handwriting, explains the emergency and the need for emergency work, and states they understand they are waiving the waiting period. In non-emergency situations, there must be at least a three (3) day window after the contract is signed and before work begins, in which the Customer has the right to cancel the contract.
Per the Holder in Due Course Rule, consumers have the right to assert the same legal claims and defenses against anyone who purchases a credit contract, as they would have against the seller who originally provided the credit.

Single Family:
A $500 incentive is available to help with cost of assessments for customers at less than 80% of AMI, paid directly to the Energy Assessor. Reimbursed when scope of work done.
Multifamily:
A $500 incentive per unit with a $2,000 cap per building.
This will be a separate application and payment process after the assessment is completed. Energy Assessors do not need to be the primary contractor to apply for this assessment incentive. Limited to one assessment per site address.
NEW CONSTRUCTION NOT ELIGIBLE DUE TO AT LEAST 12 MONTHS OF UTILITY USAGE ANALYSIS
- The Utility Bill Impact Analysis must estimate first year energy costs of the package of upgrades being proposed. The analysis must be done using program-approved methods and utility rates. Written acknowledgment from the consumer of the proposed project’s estimated impact on household energy costs and consumption including estimate of the energy savings in dollars in year one based on current utility rates at the home.
- The customer will acknowledge receipt of the Utility Bill Impact Analysis when signing the project approval letter.
- After complete installation of all project upgrades, the PC must obtain written attestation from the customer that the project was completed to their satisfaction at the designated address.
- A customer signature on the final invoice will fulfill the customer Attestation requirement.
- Customer must be provided a copy of this final invoice.
